Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a need that neighboring countries are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the land that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
